Singapore Permanent Residence

Updated: Jul 17

Singapore Permanent Residence

Singapore Permanent Residence (PR) refers to a status granted to foreigners that allows them to live in Singapore permanently.  Permanent residents enjoy most of the privileges of citizens, including the right to work and study in Singapore without restrictions. However, unlike citizens, PRs are not eligible to vote in general elections or hold certain positions in the government.

There are several ways to qualify for Singapore Permanent Residence. Here are some of the most common categories:

  • Family Ties: Spouses and unmarried children (below 21 years old) of Singapore Citizens (SCs) or Permanent Residents (PRs) can apply for PR. Aged parents of Singapore Citizens can also apply.

  • Professionals, Technical Personnel and Skilled Workers (PTS): Foreign workers in Singapore with a valid Employment Pass and meeting specific criteria can apply for PR.

  • Investors and Entrepreneurs: Individuals who invest a significant amount of money in Singapore can apply for PR under the Global Investor Programme (GIP).

The Immigration and Checkpoints Authority (ICA) of Singapore considers several factors when assessing an application for Permanent Residence, including the applicant's age, qualifications, work experience, family ties to Singapore, and potential economic contributions.

How to Become a Permanent Resident of Singapore

There are several routes to becoming a Permanent Resident (PR) in Singapore, depending on your situation. Here's a breakdown of the most common paths:

1. Employment

  • You hold an Employment Pass (EP), EntrePass, or S Pass.

  • You've been working in Singapore for at least six months under the pass.

2. Family Ties

  • You're the spouse of a Singapore Citizen (SC) or PR.

  • You're the unmarried child (below 21) of an SC or PR.

  • You're the aged parent of an SC.

3. Investment

  • You're an investor willing to commit a significant sum under the Global Investor Programme (GIP).

  • Minimum S$10 million investment in a new business or existing business expansion.

  • Invest in approved funds by the GIP authorities (minimum S$25 million).

Factors when Assessing an Application for Permanent Residence

The Immigration and Checkpoints Authority (ICA) of Singapore considers several factors when evaluating an application for Permanent Residence (PR). These factors aim to assess your potential to contribute to Singapore and integrate into society. Here's a breakdown of the key considerations:

1. Economic Contribution:

  • Employment: Your job title, salary, skills, and experience are reviewed. Those with qualifications in high-demand fields or holding positions crucial for Singapore's economic growth tend to have a higher chance of approval.

  • Investment: For applicants under the Global Investor Programme (GIP), the amount and type of investment are considered. Significant investments in new businesses or approved funds demonstrate commitment to Singapore's economic well-being.

2. Qualifications and Skills:

  • Education: Your educational background, including diplomas, degrees, and relevant certifications, are evaluated. Higher qualifications generally strengthen your application.

3. Age:

  • Younger applicants (typically under 45) are seen as having a longer period to contribute to Singapore's workforce. However, exceptional skills or experience can outweigh age limitations.

4. Family Ties:

  • Spouses and children: Having a spouse or unmarried children below 21 who are Singapore Citizens (SCs) or PRs strengthens your application.

  • Aged parents: Applications by aged parents of SCs may be considered based on the strength of family ties.

5. Length of Stay:

  • While there's no minimum stay requirement, a longer residency period in Singapore demonstrates a commitment to integrate and build a life in the country.

6. Integration into Singapore Society:

  • Community involvement: Participating in community activities, volunteering, or learning the local languages can demonstrate a desire to integrate into Singaporean society.

7. Overall Commitment to Singapore:

  • The ICA looks for evidence that you plan to make Singapore your long-term home. This can be shown through factors like property ownership, investments, and family ties.

By considering these factors, the ICA aims to select PR applicants who will contribute positively to Singapore's economic and social development.

General Application Process

  • Applications are submitted through the Immigration and Checkpoints Authority (ICA) e-Service: https://www.ica.gov.sg/

  • The ICA assesses applications based on factors like age, qualifications, work experience, family ties to Singapore, and potential economic contributions.

  • Processing times typically range from 6 to 12 months.

How Long do You Have to Live in Singapore to be a PR

There isn't a minimum physical stay requirement for becoming a Singapore PR. However, to maintain your PR status after it's granted, you'll need to fulfill a residency criterion linked to a Re-Entry Permit (REP).

Here's the key point:

  • PR itself doesn't have a minimum stay:  This means you can be awarded PR even if you haven't lived in Singapore before.

  • Maintaining PR status requires a valid REP: This permit allows you to travel outside Singapore and return while retaining your PR status. To renew your REP (usually every 5 years), you'll need to demonstrate sufficient ties to Singapore.

In practice, this translates to spending a minimum amount of time in Singapore:

  • Generally 2 to 5 years:  The Immigration and Checkpoints Authority (ICA) considers factors like your work situation and absences when assessing REP renewals. Spending at least half the duration (2.5 years out of 5) in Singapore increases your chances of successful renewal.
