Application for Liquor Licence

A Liquor licence is required if your company / business / society intends to supply any liquor. Supply of liquor could be by way of (a) retail or (b) wholesale.


For licensees who hold a Class 3A, 3B or 4 liquor licence, the licensee can deliver liquor to other licensed premises or to non-public places outside of trading hours. Otherwise, delivery of liquor must be within trading hours.


For licensees who hold a Class 3A, 3B or 4 liquor licence, if the licensee supplies liquor both at a licensed premises and through an online service, the licensee may sell liquor through the online service outside of the licensed premises and outside of trading hours.


However, the licensee is not permitted to supply liquor to customers placing orders through the online service outside of the trading hours at the licensed premises. The licensee can only deliver liquor to these customers outside of the trading hours if the customers are at another licensed premises or at a non-public place.


Criteria for Grant of Licence


To be eligible for a Liquor licence, you must meet the following criteria:


  1. Be a fit and proper person e.g. free from criminal records

  2. A Singapore Citizen, a Singapore Permanent Resident or possess a valid work permit or employment pass if you are a foreigner

  3. At least a committee member if you are applying on behalf of societies registered with the Registry of Societies (ROS)

  4. A director of the company, a partner of the partnership or the sole proprietor of the sole proprietorship

  5. A company/business registered with the Accounting and Corporate Regulatory Authority (ACRA). Registration with ACRA is not required if you are applying for a Class 2B licence

  6. Possess a valid hawker licence issued by National Environment Agency (NEA) if you are applying for Class 2B licence


Documents Required


You are required to obtain the following documents before applying for any Liquor licence:


  1. Accounting and Corporate Regulatory Authority (ACRA) certificate

  2. NRIC or Foreign IC (for non-Singaporeans with work permit) of the applicants

  3. Approval from HDB on the sales of Liquor at the premises

  4. Planning permission on the land use of the premise from URA/SLA

  5. Registry of Societies (ROS) certificate (for applying on behalf of societies)

  6. Hawkers licence issued by NEA (for applying for an outdoor beer stall as hawkers)
